Small Caps only back to the 50day SMA.....no new highs yet.

Even though the High Beta NDX100 has scored a new high on this reaction rally; the Small Caps has lagged appreciably.
A cautionary tale or simply the new norm as 2014 unfolds in uncharted territory?
